TIA V14 can open projects in version V14 and V13 SP1. Older versions could not be opened / converted directly.
The alternative in this case is to use TIA V13 SP1 to open the original project, converting it to this version before use TIA V14.


By opening older projects in TIA V13 SP1 a message will ask you to convert it, is just a question to confirm this message.
